Estonia, Latvia and Lithuania were sovereign nation states after the First World War. With the signing of the Hitler-Stalin Pact on August 23, 1939 and the German-Soviet Border and Friendship Treaty of September 28, 1939, the three states fell under the Soviet sphere of influence. The countries were unable to withstand Stalin’s military and political pressure from the fall of 1939. This was followed by Soviet occupation from the summer of 1940, which very quickly led to the complete annexation of the states.

The panel discussion will examine the scope for action of the political leaders before and after the Soviet annexation in the summer of 1940 and the consequences for the societies. The historical reappraisal and remembrance of the Hitler-Stalin Pact in Estonia, Latvia and Lithuania will also be examined.
