As a result of the Hitler-Stalin Pact, Romania lost a large part of the territory it had gained after the First World War. On 28 June 1940, the Red Army invaded Bessarabia and Northern Bukovina in violation of international law and annexed the territories. A fascist military dictatorship subsequently developed in Romania, which pursued the goal of regaining the lost territories. The Soviet Union, on the other hand, attempted to consolidate the newly conquered territories by establishing the Moldovan Soviet Socialist Republic and violently enforced its social system.

The panel discussion focuses on the Bessarabia region and examines the effects of the Soviet annexation in the summer of 1940, as well as the historical reappraisal and the culture of remembrance in the Republic of Moldova and Romania of the consequences of the Hitler-Stalin Pact.
